The senior leadership at Alliant has been involved in the Low Income Housing Tax Credit program from its earliest days. We believe successful investment in affordable housing requires the hands-on involvement from professionals with extensive commercial real estate experience. Accordingly, Alliant principals personally supervise all aspects of the investment to create a portfolio comprised of unique, diverse property types, various financing platforms, multiple geographic locations and different development types.
Brian Goldberg is the President and Chief Operating Officer of Alliant Capital, Ltd. Mr. Goldberg began his employment with Alliant in 1997 where his initial responsibility was overseeing the financial affairs of the Company and its affiliates. In January 2010, he received a promotion to his current title. From 1990 to 1997, he was employed as the Chief Financial Officer of a large real estate investment company that developed and managed residential and commercial real estate throughout the United States. From 1985 to 1990, he was employed by Arthur Andersen in the Enterprise Group. Mr. Goldberg received his Bachelor of Science degree in Accounting from the University of Denver. He is a member of the American Institute of Certified Public Accountants.
Monique Hastings is a Principal of the Alliant Newport Division, based in Irvine, California, and is responsible for the investment execution process including due diligence, negotiation and final closing of the investment transactions. Ms. Hastings is a co-founder of Newport. She previously was a Director of Property Investment and Asset Management for a national direct tax credit investment program where she managed their East Coast office and presided over $200 million of equity closings and oversaw the asset management of over 16,000 units. Prior to 1993, Ms. Hastings was a Property Development Manager for an electric utility land subsidiary. She also spent four years in public accounting. Ms. Hastings has a Bachelor of Arts degree in Business Administration with an emphasis in Accounting from California State University, Fullerton.
Elizabeth Briones is a Senior Vice President of Acquisitions. She is responsible for overseeing structuring, underwriting and closing of Alliant's tax credit transactions. From 2006 to 2011, Ms. Briones was a Managing Director at Wachovia Securities/Wells Fargo in charge of Tax Credit Syndications. Prior to that she was a Managing Director at MMA Financial where she was responsible for raising capital, managing client relationships and overseeing investment activities. Ms. Briones has 23 years of real estate experience including 13 in affordable housing. Her prior experience includes market rate real estate acquisitions and asset management at AEW Capital Management and public accounting at Price Waterhouse. Ms. Briones earned her Bachelor of Arts degree from Assumption College in Worcester, Massachusetts.
Phillip Wilkie is a Vice President of Acquisitions, and is responsible for the acquisition of low income tax credit properties in the Southeast and Mid-Atlantic. He has over 20 years in the Tax Credit industry. From 1998 to 2004, Mr. Wilkie worked for First Union/Wachovia as an asset manager in the Tax Credit Investment Group. From 2004 to 2016, he held various positions for a nationally recognized, regional tax credit syndicator; the last 10 years overseeing originations, acquisitions and closing of properties in the Southeast/Mid-Atlantic. Prior to working with tax credit syndicators he worked in the management of subsidized housing. Mr. Wilkie received his Bachelor of Science in Business Administration from Appalachian State University.
Gary Brozowski is Vice President of Acquisitions for Alliant Capital Ltd. He manages acquisitions and syndication activities in the Northeast region which includes New York, New Jersey, Connecticut, Pennsylvania, Massachusetts, Delaware, Rhode Island, Maine, Vermont & New Hampshire. Through Alliant's core line of business, his team sources, analyzes, evaluates and bids on affordable housing investment opportunities. Gary has been involved in housing finance, development and management since 1989. Before joining Alliant, he was a Managing Director of BNY Mellon's Real Estate Investment Group which provided debt and equity totaling $500 million annually of community development investments throughout the Northeast. Previously he managed all of the debt and equity capital sources for a real estate development firm which built over 1,400 units per year.Gary received his BS in management and small business finance from Rowan University. He also holds a Master's of real estate development and investment from New York University.
Ruby Dhillon is a Vice President and is responsible for the acquisition of low income tax credit properties for Alliant Capital's Western region. Prior to joining Alliant, Ms. Dhillon worked in both the public and private sectors of affordable housing, serving as the LIHTC Program Administrator for the Arizona Department of Housing from 2010 through 2012, and as a Vice President of Operations for a prominent developer in Irvine, CA from 2005 through 2010. She has collectively planned and developed multifamily affordable, mixed-use, and transit-oriented housing throughout Arizona and California. Ms. Dhillon earned her Bachelor of Science degree in Political Science from the University of Southern California and a Juris Doctorate from American College of Law.
Jeff Bachman is a Senior Vice President and the Director of Asset Management at Alliant. He is responsible for pre-closing investment underwriting, post purchase investment performance of all lower-tier partnerships, lower tier dispositions, and the oversight of the Asset Management operations platform. Previously, Mr. Bachman was the director of LIHTC Asset Management at Fannie Mae, having also been responsible, at times, for asset management of the Market Rate Equity, and Forward Commitment Debt products. He was also charged with creating data management workflow systems to analyze quarterly operating results, develop, manage, and mitigate risks of sub-optimal assets, and strategically unwind partnerships. Mr. Bachman has extensive experience in affordable housing development, acquisition, and asset management. Prior to joining Fannie Mae, he was a Regional Vice President and an Executive Vice President for two nationally recognized tax credit syndicators, and CFO for a non-profit real estate development company. Mr. Bachman has a B.S. in Economics and a Masters in Public Administration from the University of San Francisco.
Scott Brummett is a Vice President and the Operations Manager of Asset Management at Alliant. In that role, Mr. Brummett manages Section 42 Compliance, Insurance Risk mitigation as well as day to day oversight of asset management staff process and performance. He has spent over 20 years of his career working in affordable housing; including nine years as the AVP of Asset Management of a nationally recognized LIHTC syndication firm in the mid-west and 11 years in Development and Management including starting and running a property management company specializing in affordable housing. He has worked extensively with developers and investors over the years on acquisitions, troubled assets, and dispositions. Mr. Brummett has a Bachelor’s of Science in Business Administration from The Ohio State University.
Jennifer Erixon is the Senior Vice President of Originations. Her experience includes more than 18 years of affordable housing finance and development. Jennifer has structured, negotiated and closed more than $1 billion of lower tier LIHTC investments. Prior to joining Alliant, Jennifer served as Senior Vice President, Market Manager in the community lending division of a national bank where she was responsible for originations, closing and portfolio management in a multi-state territory. Previously, she worked for the national non-profit, Mercy Housing, as President of their 6-state Mountain Plains region. At Mercy Housing, she established a National Asset Management platform for it's $2 billion portfolios. Jennifer has held previous leadership roles in underwriting, investor sales and originations for two national LIHTC syndicators. She earned a degree in Political Science from the University of Colorado Denver.
Sharon Goldstein is the Vice President of Investor Relations. Ms. Goldstein has over twenty years of experience in financing and structuring tax equity transactions, with 15 years in the LIHTC industry. From 2002 to 2006 Ms. Goldstein was a partner in a tax credit acquisition firm and was responsible for its financial affairs and for its day-to-day operations. From 1992 to 2002, Ms. Goldstein was employed by a nationally recognized tax credit syndication firm as its Executive Vice President, where she was responsible for the syndication and finance departments and for raising tax credit equity. From 1989 to 1992, Ms. Goldstein was employed at the Los Angeles accounting firm of Alder, Green & Hasson. Ms. Goldstein is a Certified Public Accountant and received her Bachelor of Commerce degree from the University of the Witwatersrand in South Africa.
Joel Hauenstein is a Vice President and is responsible for the acquisition of low income tax credit properties in the Midwest. Prior to joining Alliant, Mr. Hauenstein was the Vice President of Acquisitions at a nationally recognized syndication and debt provider for 10 years. Between the years 1990 to 1996, he held various positions with Berkshire Mortgage in the DC area. Mr. Hauenstein received his Bachelor of Science degree from the University of Akron.
Shawn Visutsiri is the Senior Vice President of Dispositions and is responsible for managing Alliant's dispositions team. From 2009 through 2012, Mr. Visutsiri worked for a nationally recognized tax credit syndication firm and was responsible for the identification, evaluation and execution of opportunistic capital transactions within a 1,400 property portfolio of LIHTC apartment communities. From 2002 through 2008, Mr. Visutsiri held a variety of senior roles in commercial real estate brokerage, appraisal, development and equity investment. Mr. Visutsiri earned a Bachelor of Science in Finance degree from CSUN and an MBA from the UCLA Anderson School of Management.
Jong Limb is a Principal and the President of the Alliant Newport Division, based in Irvine, California. Mr. Limb has been involved with the tax credit industry since 1988, serving as President for one of the largest direct corporate tax credit investment programs in the Country. Mr. Limb formed Newport in 1998, sourcing tax credit investments on behalf of institutional investors and providing consulting services for developers of affordable housing projects. Prior to 1988, Mr. Limb was an investment analyst for San Diego Gas and Electric with responsibilities over their pension investments. Mr. Limb has a Bachelor degree in Accounting and a minor in Economics from New York University and an MBA with an emphasis in Finance from the University of San Diego.
Stacie Nekus is a Senior Vice President, Investor Relations. She is responsible for raising and placing equity investments by institutional and corporate investors in both proprietary and multi-investor funds. Ms. Nekus has been in the real estate industry for over 20 years working in the affordable, investment and industrial sectors. From 2002 to 2011, Ms. Nekus worked for a large nationally recognized tax credit syndication firm. Prior to joining Alliant, Ms. Nekus was the Managing Director of Investor Relations working with a large cross section of investors to syndicate over $1B in equity. She is a highly respected professional in the industry who plays a very active role within the industry and with various organizations. You will find also her participating on equity panels at numerous national and state conferences. Ms. Nekus earned a Bachelor of Arts degree from Purdue University in Indiana.
Josie De La Cruz is the Human Resources Manager for Alliant Asset Management Company, LLC. Ms. De La Cruz has over 15 years of expertise in the human resources field, specializing in the real estate and aviation.
Tony G. Palaigos is the Senior Vice President Special Projects. Prior to joining Alliant, Mr. Palaigos was Director of Tax Credit Investments/Affordable Housing Finance for Ocwen Financial Corporation/Ocwen Federal Bank FSB from 1994 through March 1999. Between 1984 and 1994, he practiced law at various law firms, including Shea & Gould, New York, New York, where he was of counsel, Serchuck & Zelermyer, White Plains, New York, where he was a real estate partner, and Miles & Stockbridge, Baltimore, Maryland, in an associate capacity in its public finance department. Mr. Palaigos has over 15 years of varied experience in real estate conveyancing, development and finance, including experience in tax credit investments and bond transactions. Mr. Palaigos has a Bachelor of Arts degree from Columbia College and a Juris Doctor degree from Columbia University School of Law, and is admitted to practice law in the states of New York, Florida and Maryland (inactive).
Kathleen Balderrama is the General Counsel. She has fourteen years of experience in complex business litigation, including affordable housing, real estate, and securities litigation. Before joining Alliant, Ms. Balderrama practiced at international law firms, Mayer Brown LLP and Crowell & Moring LLP. Ms. Balderrama obtained her Juris Doctorate from Loyola Law School of Los Angeles, where she graduated as valedictorian, and her Bachelor of Arts from Loyola Marymount University.
Warren Harrison is a Senior Vice President, and Chief Information Officer. Mr. Harrison is responsible for all investor reporting, and oversees the IT Department, including direct oversight of The Alliant Company's website and its corporate databases. Mr. Harrison served as Alliant's Director of Asset Management from 2002-2008. From 1994 through 2001, Mr. Harrison served as Senior Vice President and Director of Asset Management for a nationally recognized syndication company, in addition to serving as its Chief Information Officer. Prior to that, Mr. Harrison was employed by HomeFed Bank and First Los Angeles Bank, where he served as a Branch Manager and Real Estate Loan Portfolio Manager, respectively. Mr. Harrison received his Bachelor of Arts degree in Economics from the University of California at Los Angeles.
Melvin Gevisser is the Chief Financial Officer. Mr. Gevisser is responsible for the financial affairs of the Company and its affiliates. From 1998 until 2004, he served as Chief Financial Officer of a subsidiary of a NASDAQ company that provided IT consulting services to the banking industry. He has also served as Chief Financial Officer of companies that specialized in computer trade shows and conferences. Mr. Gevisser received his Bachelor of Commerce degree and Post-Graduate degree in Accounting from Natal University in South Africa.
Wil Smolen is a Senior Vice President. Prior to joining Alliant, Mr. Smolen was the Senior Vice President of Community Development at a large real estate development company for sixteen years. He was responsible for the daily management of all land development, engineering, entitlement processing, zoning, subdivision, government relations and community liaison work. Prior to that, Mr. Smolen was Senior Project Manager and Director of Motel Construction, involved in the development and construction of approximately 4,000 motel units throughout the western United States. Mr. Smolen has over 23 years of varied experience in the real estate industry. He is a graduate of Purdue University in Civil Engineering, a licensed general building contractor, member and former president of the Residential Purchasing Council of Southern California and currently sits on the Affordable Housing Committees of the City of Los Angeles.
